Birth certificate legalization for PhD, Post-Doc and Staff
(Important: For bachelor, master and exchange students who will be living in the city of Groningen, you do not need to go through birth certificate legalization. However, if you plan on living in another city (Leeuwarden, Assen, etc.), you do need to go through this procedure.)
Apostille:
India is a member of the Hague Convention of October 5, 1961, abolishing the requirement of legalization of foreign public documents. Apostille is acceptable in 98 member-countries of the Convention (also visit HCCH website www.hcch.net). Apostille is done for personal documents like birth/death/marriage certificates, Affidavits, Power of Attorney, etc. and educational documents like degree, diploma, matriculation and secondary level certificates etc

State Attestation
State attestation is required before MEA attestation, where depending on the type of document, relevant state attestation is required. For example in case of educational documents, attestation from State Education Department is required. In case of personal documents, Home Department or General Administration Department of the concerned state should attest the document prior to attestation by the MEA
MEA Attestation or Apostille
MEA attestation or apostille is done only after attestation by the relevant state authorities
Embassy Attestation (NOT Needed for Netherlands)
Embassy attestation is done after the MEA attestation/apostille
Netherlands Attestation of Birth Certificates is the act of witnessing a birth certificate by authorised person/ persons/ Departments/ authorities with their official seal and signature. This attestation also confirms that, the specified birth certificate has been issued by that mentioned department and Seal and signature on that particular birth certificate is authentic.
All original documents requiring attestation or Apostille should be first authenticated by the designated authorities of the State/Union Territory from where the document has been issued. The Ministry of External Affairs legalises the documents on the basis of the signature of the designated signing authorities of the State Government/Union Territory/Chambers of Commerce; hence it does not take responsibility of the contents of the documents.In case of personal documents, Home/General Administration Department of the concerned State Government/Union Territory are the designated authorities ( for more information please visithttp://www.mea.gov.in/legalization-of-documents.htm)
All the documents (including all kind of fees) for VISA should be submitted to university by last week of June for fall semester /November for Spring semester
